Well, yes they can, but it's important to be aware that chlorine and salt can irritate the skin.
After swimming rinses the skin thoroughly before dabbing the skin dry (not rubbing) and then applying an emollient.
Now you can use a natural emollient that will lock in the moisture and the best type of emollient for the skin is shea butter --that is one of the best.
With shea butter, because it can be quite thick and hard to rub into the skin, I tend to mix it with coconut oil, which makes it a bit looser. And the coconut oil also acts as an antibacterial, emollient to the skin as well. So it's also healing as well as moisturizing and protects the top layer of the skin. But be aware that if you're going to a beach, sand can be extremely irritating.
So what I used to do with my daughter is carry around some mineral water and rinse off her skin from time to time. And then she would run back into the sea, come back, and then when she'd finished, we would rinse her down and apply and natural emollient.
